In his 20 Sep 2001 address to a joint congress, is President George W. Bush decalaring that a 'War on Terror' has been begun (as commonly understood) - or - instead was he stating that a 'War on Terra' has been initiated, i.e. a war upon the earth's people?

Just to state the obvious, 'terror' has 'or' at the end, whereas 'terra', has an up sounding 'a' at the end!
